Fred Young Phillips
President

Dr. Fred Phillips is visiting professor at SUNY Stony Brook. He was vice provost for research at Alliant International University, associate dean at Maastricht School of Management, dean of management at Oregon Graduate Institute of Science & Technology, professor at University of New Mexico, and research director at the IC² Institute. In Texas, Oregon, Holland, and Korea, he has been a leader in developing management curricula for employees of international and high-tech companies.

Dr. Phillips is emeritus editor-in-chief of Elsevier’s international journal Technological Forecasting & Social Change. He is a founder of the Austin Technology Council, and was also a board member for the Software Association of Oregon. He is a popular op-ed columnist and panel member in forums dealing with trends in management, technology, and economic development.

Kingsley E. Haynes
Board Member

Dr. Kingsley E. Haynes is Emeritus Founding Dean and University Professor of Public Policy, Professor of Decision Sciences, Geography, and Public Affairs, Endowed Chair and Eminent Scholar at the Schar School of Policy and Government at George Mason University. He has been building academic programs for 50 years. He contributed greatly to the foundation and development of different academic institutions, namely McGill University, the Lyndon B. Johnson School of Public Affairs at the University of Texas, Austin, the School of Public and Environmental Affairs at Indiana University, Boston University, and George Mason University.

Dr. Haynes is active in the academic fields of Regional Science, Geography and Public Administration. His research focuses on regional economic development, transportation and infrastructure investment. He has authored over 250 articles, 150 professional reports and 10 books. He has been an active participant in economic development activities in Texas, the U.S. Midwest and internationally in Malaysia, Brazil, Southeast Asia and the Middle East.

Linda L. Golden
Board Member

Dr. Linda L. Golden is the Marlene and Morton Meyerson Centennial Professor in Business, a professor of marketing, and a faculty fellow of the University of Texas Humanities Institute, all at The University of Texas at Austin. She is a member of eight professional associations, including being a fellow in the Royal Statistical Society, the American Statistical Association, the American Risk and Insurance Association, Association for Consumer Research, American Marketing Association, and others.

Dr. Golden is the author/co-author of two book chapters, more than 100 articles in refereed journals, and more than 30 technical reports on topics in marketing, risk management and insurance, and statistics and probability theory.

Ms. Fonseca has been Minister of Science & Technology of Costa Rica, Rector of Universidad Latina, and Executive Director of Costa Rica’s Consejo de Promoción de la Competitividad.

Rachael Howell

From Florida (working with and rescuing injured seabirds), to Corpus Christi, Texas (graduate research on the migration and distribution patterns of  Tursiops truncatus), to the high desert of New Mexico (Inorganic Chemist & Middle school Science teacher), to the Rift Valley in Tanzania (teaching science at an upper level girls school), Rachael has loved all things science.  Moving back to Albuquerque 15 years ago, she raised her daughter while working remotely with web development (Baylor College of Medicine and numerous other clinics in the Texas Medical Center) and marketing.  When a chance job posting came across her computer, she jumped at the opportunity to work with TANDO Institute in furthering their mission, both at the local and global level.
