In today’s global knowledge economy, technology companies gravitate to locations where educated and skilled workers are in abundant supply. More companies bring more knowledge workers, in a reinforcing cycle. Locales that are late to build expertise risk falling far behind – and Indonesia’s universities are not yet of sufficient stature to draw foreign students, nor do Indonesia’s research parks yet attract foreign firms.

Other top recommendations are: Work toward a shared terminology and action orientation; Agree on Indonesia’s strategic sectors and promising clusters; Review science/tech parks’ location strategies; Reform university technology transfer practices and course offerings; Use procurement as well as outward tech transfer to spur innovation; Integrate the cooperatives with the STPs; and Learn from other countries’ experiences.
